My fiancee said that she accidentally opened a packet that was supposed to be sealed and given to I think it was the INS or it might have been Customs upon arrival.  Does anyone know anything about a packet to be taken to the USA and given on arrival?  Are there any procedures to go through on arrival other than checking the passport and visa?

All the documents are sealed by the US consulate @ interview time. Customs might open these and then re-seal them and forward everything to your local INS office. Our packet had no "seal". It was taped up well though with that 2" clear packing tape.
