I received a notice from the IRS disallowing the dependent deduction, reducing our refund. I contacted the IRS by phone, and they recommended getting the TIN, and then calling them back. Once their computer was updated with the TIN, our refund was restored.
I applied for the TIN at our local IRS office, but then two months went by with no progress. I returned to the office, complained (politely!), and they managed to straighten it out.
I'm no expert on taxes, but it seems to me that you might have several options:
1. File a deadline extension, and pay any estimated taxes you think you might still owe, if any, then file when you receive the TIN.
2. File, do not claim the deduction, and file an amended return later once you have the TIN.
3. Do what I did, when the IRS catches the error, work it out with them.
No recommendations here, there may be other options, I would suggest a call to a tax specialist, just wanted to relate my experience.
