If so, the answer is a (qualified) yes, it's usually less expensive to purchase your tickets there. This is because any agency that will purchase your tickets for you will attach a fee onto the ticket price - no surprise at all if you think about it really.
I also imagine you will have someone meeting you in Kiev that is English speaking and if so, there are numerous ticket offices right at Borispol Airport where you can purchase your domestic tickets (and, they accept credit cards!!).
