Better than doing a format c: is to locate your restore CD that came with your computer (most computers have one) This will have the option to wipe out everything on your computer and start from scratch -- exactly the way it came from your vendor.
Then use the Add/Remove Programs options under control panel to get rid of the rest of the stuff you don't want. (Deleting it from the C drive without this will not remove it from your windows Registry...)
This is the best way to "Start Over" with a Windows computer.
