After hearing of our I-129F approval, I emailed the Moscow embassy to request that they open a provisional file and send the necessary packet to my fiancee.  They emailed back the following:

Due to the current situation at the Embassy, we do not open provisional files for the applicants, but wait till receive either INS notification or original petition.
