U.S. Embassy to Start Accepting Visa Applications Next Week

Staff Writer For 500 rubles and a trip to a Moscow Federal Express office, Russians will be able to resume applying for nonimmigrant visas to the United States as of Monday, the U.S. Embassy said Thursday. Applicants will continue to be prohibited from applying at the embassy in person.

Most of the U.S. consular office's visa services have been suspended for security reasons since Oct. 11, when guards evacuated the embassy building on Novinsky Bulvar.

"We're not able to interact directly with the Russian public because our building is closed," said Consul General Jim Worlick, who oversees visa services. "We wanted to come up with a system to issue nonimmigrant visas again."

The embassy said that Russians seeking such visas can drop off passports, application fees and applications at the following Federal Express courier service offices: Biblio Globus, 6 Myasnitskaya Ulitsa, Tel. 921-1947; Ildikon Servis, 24 Novy Arbat, Tel. 205-2567; and Federal Express Central Office, 8/17 Aviatsionny Pereulok, Tel. 234-3400 or 234-9502.

Applicants can also pick up applications at these offices. The Federal Express service costs 500 rubles ($17).

If approved, applicants will receive their passports and visas within five days delivered to the address they specify. If required, interviews for visa applicants will take place by appointment in an unspecified location at the embassy.

Embassy officials are training Federal Express employees this week and next to prepare them for handling applications, Worlick said.

Despite the temporary suspension of regular visa services, the embassy has continued to issue immigrant visas to Russian children being adopted by Americans and to Russian citizens with relatives or spouses in the United States seeking permanent residence there. It has also been issuing emergency, non-immigrant visas. For example, visas were issued to the Moscow State Symphony Orchestra and a paint ball team.
