There are so many sites that are now charging this fee and it looks like they are consolidating must be because it is getting harder to manage or they are getting more moneyto manage it. AOL now uses MATCH.COM and Yahoo is charging a fee to send personals e-mail.  I like to look for Russian/Ukrainian women that are online and chat with them, great way to meet new women.  (All the agencies seem to have that live chat going on now)

My advice would by matchdoctor.com or dreammates.com
Less women are now using kiss.com because they have now started charging everyone.

I do not agree with using on-line chat, as I question how a genuine Russian/Ukraine woman could afford do stay online to use this.

I have made some great Ukraine/Russian women friends using the chat.  I don't use it as if my goal was to find a wife, but more to just asks these women questions, see what is happening etc.  Just friendly chatting with someone in the culture that I am interested in.  I find most of the women I chat with are in internet cafe's and a few are at home but not many.  Just like personals, agencies and any place else you will have your bad apples.  For me it is a learning experience to chat with a bad apple.  

I do not think it is good practice to rule any form of communucation out.

www.friendfinder.com you have to sign up but then they have a chat box the pops up.  You can see how is online then pick on their name and chat with then also look at their picture etc.  I look for russian names then click on them and just go random like that.  In the morning or by noon is best think of the time change etc.

Also Matchmaker.com has the same.  All the personals like this have them now.  Yes you usally have to be a member.
