Has anyone ever attempted recoup to the expense of the medical costs of having a birth abroad with either a medical provider or on tax write offs.

recoup in what way? Insurance? Depends on the rules of the insurer. Taxes- depends on the IRC for dependents and the rules for unreimbursed medical expenses. % of income as a deductible and then. . . . .

Is it cheaper to have children in Colombia or the USA?  No involvement of insurance, just cash payment.

Much cheaper to have children abroad. The expense parallels the amount of money available to the general populace.
