I would tell her to get over to her Household Registration Office first thing in the morning and explain to them that she needs a copy of her birth certificate pronto. Why didn't she take of this during the long wait for your NOA2?
She got the household registration but was having difficulty with the birth certificate. The hospital where she was born burned down and her birth certificate along with it, so she thought she couldn't get anything. After she moved back to Taiwan we figured out she could probably get some sort of replacement by going in person to the office of household registry where she was born, but she's been lazy about making the trip. She lost all her luggage and has been spending most of her time slowly replacing her wardrobe, learning how to cook from her mom...blew off the birth certificate problem a bit.
She also has to go to another city to pick up the results of the medical exam in person once they've been written up, and they haven't notified her to pick them up yet.
