Direct Consular Filing

Does anyone know if the American Consulate in Bogota accepts Direct Consular Filing for K-3 visas?

Since January, consulates were no longer authorized to accept DCF. The Adam Walsh Child Protection Act, I think. DHS offices abroad have authority but there are rules in place to weed out the turistas

The K-3 petition is supposed to be filed at the same Service Center in the States where the I-130 petition is being processed.

The I-130 petition must be filed in the U.S. at the Service Center having jurisdiction over your place of residence.
